Open Access2019-07-232019-07-232000 2000 https://repositorioinvestigaciones.bccr.fi.cr/handle/20.500.12506/266En este artículo se adapta y aplica al caso costarricense, una metodología empleada por la CEPAL para estimar el déficit fiscal estructural y cíclico para el período 1983-1999, el cual constituye un instrumento útil para evaluar el desempeño de la política fiscal de mediano plazo, pues busca identificar dentro del déficit, aquella parte que responde fundamentalmente a las decisiones de las autoridades públicas. El déficit estructural se calcula sustrayendo del déficit total, el efecto de los ciclos económicos, denominado déficit cíclico. Los datos estimados muestran que el factor que influye en los desequilibrios fiscales en Costa Rica tanto para el Gobierno Central como el Sector Público no Financiero, es fundamentalmente el componente estructural. Al comparar la magnitud promedio del déficit estructural del Gobierno Central en Costa Rica, ésta es la más alta en relación con algunas economías latinoamericanas y presenta una alta variabilidad. Por su parte, el cálculo del déficit primario estructural evidencia que la deuda interna es el principal problema del déficit fiscal en Costa Rica.In this article, a methodology used by CEPAL to estimate the structural and cyclical fiscal deficit is applied to the Costa Rican case for the 1983-1999 period. It is a useful tool to evaluate the fiscal policy performance in the medium term. The methodology tries to identify those deficit’s components that respond directly to the budgetary authorities policies. The structural deficit is calculated by substranting from the overall budgetary balance the bussines cycle effect, which is denominated cyclical deficit. Estimated data show that the structural component is the main aspect that influences fiscal disequilibria for both, Central Government and Public Nonfinancial Sector. They also show that the average size of the Central Government`s structural deficit in Costa Rica is the highest compared with some Latin American economies and is highly volatile.
